Leadership Team

Larry Brand, President

Larry Brand, R&D Director, Energy Delivery & Utilization, heads up GTI’s California R&D Group and serves as the President of DEG. Larry has over 30 years of experience in energy industry research and development, working extensively in building thermal performance, energy conservation in buildings, high-efficiency space conditioning systems, and codes and standards development. Larry plans, secures funding, manages, and performs projects related to energy efficiency in space conditioning hardware and buildings. Specific customers and initiatives include the Department of Energy/National Renewable Energy Laboratory – Building America program, conducting research into high efficiency equipment performance, energy efficiency measures and packages, whole home performance, and distribution systems; and the California Energy Commission – Public Interest Energy Research (PIER), working with California partners on Radiant HVAC systems, Measured Home Performance, commercial foodservice energy savings, and other programs.

David A. Springer, Vice President

David Springer was a Founding Principal and is a current Vice President of DEG. David participates in a variety of projects involving building energy efficiency and renewable energy systems, including HVAC design, performance monitoring and evaluation, technology development, and codes and standards development. He has led DEG’s participation in the DOE-supported Building America program since 2002.

David has authored eighteen papers and articles on energy subjects and holds six patents. He is an active member of ASHRAE, serving as a voting member of TC 6.5 (Radiant Heating and Cooling) technical committee. He is also a member of the UC Davis Mechanical and Aerospace Engineering Board of Advisors and of the California Technical Forum, which provides technical guidance on California’s integrated demand side management portfolio.

David earned his B.S. from the University of California, Davis in Biological Science. He also has worked as an analytical chemist, owned a solar contracting business, and held a staff position with the California Energy Commission.

Jeremy Springer, Chief Financial Officer

Jeremy oversees the company’s overall financial position, compliance, and project budgets. He also performs systems development and project management activities. Prior to working with DEG, Jeremy spent two years with Moss Adams LLC, where he performed audit and assurance services for mid-sized government contractors, distributors, and software service providers. He led the development of several software applications which allowed clients and internal users to streamline processes and improve overall operations.

Jeremy graduated California State University, Sacramento with a B.S. in Business Administration, Accountancy.

Bill Dakin, Director of Building Research & Energy Consulting

Bill oversees design consulting and building energy analysis services. His experience in the energy field included work in both the wind and solar energy before moving to energy efficiency. He is a skilled building energy analyst and also manages utility and government sponsored research and design projects, and provides critical design and analysis support for DOE’s Building America program.

Bill received his B.S. in Mechanical Engineering from Cal Poly San Luis Obispo and a B.S. in Resource Sciences from the University of California, Davis. He is a Certified Energy Plans Examiner.

Marc Hoeschele, Director of Technology & Assessment Standards

Marc specializes in technology evaluations, systems monitoring, and Title 24 codes and standards activities.  Marc’s research emphasis is in domestic water heating and advanced residential space conditioning. He has been involved in several Davis Energy Group PIER research projects and is currently heading Building America’s Water Heating Standing Technical Committee. His current research involves heading activities on a GTI-led PIER project assessing advanced gas water heating in California, including an 18-home field monitoring project. Title 24 Standards activities include residential water heating, ventilation cooling, and advanced evaporative cooling.

Marc joined DEG in 1984 after earning his M.S. from the University of California, Davis and a B.S. in Civil and Environmental Engineering at Cornell University.

Pepper Smith, Director of Residential Programs

Pepper manages DEG’s green programs group, including the LEED for Homes Provider program. She is a LEED AP Homes, Certified LEED for Homes Green Rater, and GreenPoint Rater. She is also a member of the GBCI Continuing Education Advisory Group and is a USGBC LEED for Homes Faculty. Pepper serves as an instructor for LERN online courses offered at colleges around the world and has taught at the University of California, Berkeley Extension.

Pepper previously worked for D.R. Horton, Sacramento where she was a project manager in the land acquisition group and a warranty supervisor in the construction group where she worked on Environments for Living and LEED for Homes projects. Pepper earned her M.B.A. with a specialization in Marketing from the University of South Florida, her J.D. with a specialization in Environmental Law from Mississippi College, and her B.S. in Merchandising/Marketing from the University of Southern Mississippi.
